Abstract:
The Social Desk for Human Rights at the Ospedale Civico Benfratelli in Palermo represents an innovative model of integrated reception, capable of responding to the multidimensional needs of foreigners in an urban context marked by socio-health inequalities. Through linguistic and cultural mediation and collaborations between public institutions, the desk facilitates access to the National Health Service SSN, the issuance of STP/ENI codes, and social counseling. Following theories on the social determinants of health, the model activates empowerment processes and restores centrality to the individual. Through a qualitative analysis, the study explores institutional synergies, the barriers faced by migrants, and resilience strategies. It discusses critical issues such as resource shortages, emphasizing the importance of a person-centered approach. The desk emerges as a space for inclusion and participation, stimulating reflections on reception processes and social justice.
