Digital Culture: integrating ICT into the organizational culture of Public Administrations


Abstract

The Digital Transformation has brought obstacles and opportunities within Public Administrations, which have absorbed in different ways - sometimes ambiguously - the introduction of Information and Communication Technologies. In a people centered orientation, ICT spreads a new culture, exquisitely digital, that needs to be strategically integrated into the pre-existing organizational culture. For this reason, Public Administrations must involve the whole organization, in order to make the most of the affordances of digital platforms, take advantage of ICT and establish new workflows. The process focuses on people, that is public employees who, through training, become the keystone for the introduction and assimilation of digital culture.
